Tokayev Explains Special Regime for Alatau City, Reaffirms National Unity

President Kassym-Jomart Tokayev has clarified the nature of the special legal regime established for the city of Alatau. Speaking at a forum of deputies from local representative bodies (maslikhats) of all levels in Astana, the Head of State emphasized that this framework is designed exclusively to foster economic development.
The President stated that the special regimes pertain solely to financial management, tax incentives, and judicial procedures required to attract capital. "By enshrining a special legal regime in the Constitution, we are creating favorable conditions for investors," Tokayev said.
"We demonstrate to the whole world that Kazakhstan is a stable, open state free from barriers, with a transparent situation in the domestic market."
In his address, President Tokayev also firmly reaffirmed the country's territorial integrity and constitutional unity. He stressed that such territories are and will remain an integral part of Kazakhstan's unified constitutional and legal space.
"As a crucial component of the constitutional order, the territorial integrity and state structure of our country are inviolable," the President noted.
During his speech, Tokayev once again expressed gratitude to all citizens who contributed to drafting the text of the new Constitution.
