Kazakh President Tokayev Explains Emphasis on Law and Order for Reforms

President Kassym-Jomart Tokayev of Kazakhstan has underscored the fundamental importance of strict adherence to laws and public order as a prerequisite for the successful implementation of national reforms. He made these remarks during an address to the public in the Turkestan region.

The Head of State explained that progress is unattainable without internal stability. "Why do I often speak about the mandatory observance of the principle of Law and Order?" Tokayev asked rhetorically. "Because without unwavering compliance with laws and public order, no reforms in our country will be successfully implemented. Ultimately, this is a law of life. Progress cannot be achieved in countries where there is internal instability and where institutions of power face unfounded, unjust criticism and attacks."

Tokayev emphasized that societal life must develop naturally and evolutionarily to prevent stagnation. He pointed to constitutional amendments adopted in 2022 as key measures to ensure this development.

"Therefore, in 2022, an amendment was introduced to the Constitution on electing the President for a single seven-year term," he stated. "A ban was introduced on close relatives of the President holding public office or positions in national companies. The new Constitution includes provisions that heads of constitutional and law enforcement bodies will be elected for a single term. It can be said that such provisions are not found in the constitutions of other countries."

Previously, Tokayev noted that the New Constitution was adopted for the benefit of future generations, highlighting how the nationwide referendum showcased the activity, innovation, and maturity of Kazakhstani youth.
