Kazakhstan Introduces Per-Capita Funding for Youth Sports Schools

President Kassym-Jomart Tokayev has signed a new law establishing a per-capita financing model for children and youth sports schools (DYuSSh) across Kazakhstan. The reform significantly increases state funding allocated per young athlete.

Under the new system, approximately 415,000 tenge will be allocated annually for each student enrolled in a sports school. This represents a substantial increase from the previous funding level of around 233,000 tenge per person. The updated financing mechanism is scheduled to take effect starting in 2026.

The legislation also includes provisions to boost coaches' salaries. Coaches who successfully complete qualification enhancement programs will see their wages increase by 30%.

Currently, Kazakhstan's sports education system comprises 526 youth sports schools, providing training for nearly 400,000 children. To further develop the sector, the government plans to invest 74 billion tenge by 2028.

Alongside financial reforms, infrastructure development is underway. A modern boarding school for gifted young athletes is being constructed in the Atyrau region through a public-private partnership (PPP).

The comprehensive package of measures aims to cultivate future champions and promote mass participation in sports throughout the country.
