Kazakh President Tokayev Warns Against Reforms for Reform's Sake, Stresses Stability

President Kassym-Jomart Tokayev of Kazakhstan has emphasized the critical importance of stability and a measured approach to change, stating his firm opposition to reforms undertaken merely for their own sake. He made these remarks while addressing a forum of deputies from local representative bodies, or maslikhats, of all levels in Astana.

Tokayev highlighted that in the current global climate, the role of foreign policy and diplomacy has grown significantly. He noted that Kazakhstan's domestic affairs, including its economic and political reforms, are heavily influenced by the international situation and its impact on internal processes.

In this context, the President identified unity and stability as the fundamental pillars for Kazakhstan's successful development. He described these as constants, but stressed that their endurance is not a historical gift but the result of high civic and political responsibility among citizens.

"In this delicate sphere of domestic policy, neither the authorities nor society have the right to make a mistake. There is no place for adventurism or reckless overconfidence," Tokayev stated. He added that ultra-conservative political systems based on religious archaism and a mistaken understanding of national pride and interests have proven unviable and doomed to failure.

The President warned against both stagnation and hasty change. "To resist moving forward means to step backward, to go against the laws of existence. But overly fast, ill-considered decisions and changes are also fraught with serious consequences. Therefore, I am categorically against reforms for reform's sake. In everything, a reasonable balance is required," he said.

Drawing an analogy, Tokayev remarked, "If you decide to wade across a river, you must be sure you can feel the bottom with your feet." He reminded the audience that stability can be undermined in a matter of days or even hours, while its restoration can take decades.

Consequently, Tokayev asserted that adhering to the concept of Law and Order is absolutely vital. He framed this not as populism but as the essence of Kazakhstan's political system and way of life. The President underscored that the fate of the nation depends solely on its own people, noting that no one else in the world is concerned with whether Kazakhstan is ready for global upheavals.

"A new era has arrived, and we as a progressive nation must successfully adapt to modern challenges and counter them with our creative potential," he declared. Tokayav concluded by stating that the sole goal of the large-scale reforms underway in the country is to strengthen state independence and sovereignty, ensure citizens' rights and freedoms, and improve public welfare.

The President also affirmed his commitment as head of state to use all available political and diplomatic means to protect national security.
