Uzbekistan Adopts New Law on Physical Culture and Sports

On March 24, 2026, Uzbekistan enacted a new Law "On Physical Culture and Sports" (No. ZRU-1123), establishing a comprehensive legal framework for the nation's sports sector.

The legislation designates the Ministry of Sports as the authorized state body responsible for development, regulation, and oversight in this field. It formally guarantees citizens the right to participate in both amateur and professional sports, whether as athletes, coaches, or sports judges.

A key provision of the law is the formalization of sports clubs. These entities are tasked with organizing sporting activities, developing and popularizing various sports disciplines, and preparing athletes for competitions. To streamline athlete identification and qualification verification, the law introduces a standardized athlete's passport.

The role of the sports judge is clearly defined within the new legal framework, granting them authority to ensure compliance with sport-specific rules and competition regulations during events.

Furthermore, the law outlines a system of state support for athletes and coaches. This support includes provisions for one-time payments, monthly stipends, scholarships, and other forms of financial assistance aimed at fostering athletic careers.

The overarching goal of the legislation is to foster systematic development within Uzbekistan's sports industry. By enhancing athlete training quality and creating a transparent support infrastructure, the law aims to benefit all participants in the sporting process.
