Uzbekistan Introduces QR Code System for Business Inspections

Uzbekistan is implementing a new procedure for registering business inspections using a QR code and the digital "Unified State Control" system.

The corresponding decree was signed by President Shavkat Mirziyoyev. The measure aims to curb illegal interference in entrepreneurial activity and increase the transparency of inspections.

Starting August 1, the use of the "Unified State Control" mobile application will become mandatory for government officials when interacting with entrepreneurs. This requirement applies to both conducting inspections and holding official conversations with business representatives.

The decree abolishes the paper-based issuance of certificates granting the right to conduct inspections. Instead, such documents will be available in digital format through the Unified State Control (USC) system.

The practice of maintaining an electronic inspection logbook is also being eliminated. Registration of control measures will be carried out by scanning a special "Business Himoya" (Business Protection) QR code. This will allow all actions to be recorded in the digital system in real time.

If an official fails to register an inspection via the QR code in the system, the entrepreneur gains the right to deny them access to the enterprise premises. Similarly, a business can refuse to participate in a conversation if it is not recorded in the USC system.

Separately, it is noted that starting July 1, during the registration of a new enterprise, a personal entrepreneur's account will be automatically created in the "Unified State Control" system.
