Kazakhstan Schools to Introduce Individual Support Plans for At-Risk Students

All schools in Kazakhstan will implement a system of individual pedagogical support for minors requiring heightened attention. This measure is designed for the early identification of students falling into at-risk groups and providing them with targeted psychological and pedagogical assistance directly within educational institutions.
The innovation is stipulated by the Law of the Republic of Kazakhstan "On the Prevention of Offenses," signed by the Head of State on December 30, 2025. The norm came into force on March 2, 2026. The Ministry of Education is currently working to approve the Rules for Pedagogical Support.
Support will be assigned by a decision of the school's prevention council. For each child, an individual plan for preventive work will be developed, outlining specific support measures and responsible specialists.
The category of children requiring increased attention includes students experiencing learning difficulties, systematically missing classes without valid reasons, exhibiting antisocial behavior, having committed offenses, being victims of violence, or finding themselves in difficult life situations.
The measure involves individual work by teachers and school psychologists, as well as interaction with parents. Its goal is the early prevention of offenses and timely assistance to children.
