Kazakhstan Approves Unified Standard for Converting Basements into Civil Defense Shelters

Kazakhstan has introduced a new state standard mandating the conversion of basements, underground parking lots, and other subterranean spaces into public shelters for use during emergencies. The regulation, which comes into force on January 1, 2026, establishes uniform requirements for adapting these areas to protect citizens in the event of natural disasters, industrial accidents, or military threats.

The standard was developed as part of the National Standardization Plan at the request of the Ministry of Emergency Situations. Officials stated that its primary goal is to enhance public safety and national preparedness for crises. The document aims to address previous gaps in regulations by providing a single framework for evaluating buildings and overseeing their conversion into protective facilities.

Key provisions of the standard include strict specifications for life-support systems within shelters. These encompass ventilation, water supply, electricity, sanitation, and communication infrastructure. The rules also detail requirements for the layout and structural elements of the spaces, including procedures for assessing a building's technical condition—such as checking load-bearing structures and engineering systems—and carrying out necessary reinforcements.

The project underwent review by various state bodies and specialized organizations. During consultations, proposals were incorporated to account for regional differences in climate, geography, and seismic activity. Furthermore, the finalized standard includes provisions for protection against drones and outlines plans for implementing automated systems to manage public access to shelters.

The initiative aligns with international practices where basements, underground passages, and metro stations are commonly repurposed for civil defense. Authorities emphasized that this move represents a significant step in systematizing Kazakhstan's approach to emergency preparedness.
