Kazakhstan Launches 6% Loan Program for Livestock Breeders

The Agrarian Credit Corporation (ACC), a subsidiary of the Baiterek National Holding, has launched a new state support initiative for the agricultural sector. The "Agribusiness Livestock" program is designed to provide farmers with preferential loans specifically for purchasing pedigree livestock.
The program was developed as part of the Comprehensive Plan for Livestock Development in Kazakhstan for 2026-2030 and initiated by direct order of President Kassym-Jomart Tokayev. Its primary goals are to address systemic issues related to food security and to qualitatively renew the country's pedigree livestock fund.
"The development of livestock farming in Kazakhstan possesses colossal, not yet fully realized potential, capable of turning the industry into a powerful driver of the national economy," stated ACC representatives. They noted that this sector currently accounts for about 40% of the country's total gross agricultural output.
To create a solid foundation for domestic livestock development, the program will focus on supporting farms engaged in pedigree animal breeding. The Ministry of Agriculture has established favorable core lending conditions to ensure accessibility for farmers.
The key terms include a fixed preferential annual interest rate of 6%, flexible loan terms tailored to different livestock sectors, and strict targeting—funds are exclusively for purchasing pedigree stock. This structure allows farmers to comfortably plan their investment cycles and herd reproduction.
Financing will be available both through direct lending at ACC branches and via credit partnerships and second-tier banks. The launch of "Agribusiness Livestock" follows other systemic support programs for farmers, such as "Ken Dala" for field work financing and programs supporting domestic processing enterprises.
