Kazakhstan to Open Specialized Offices for Children Affected by Violence

Specialized assistance offices for children who have suffered from violence will be opened across Kazakhstan. These facilities will provide comprehensive support to minors based on a "one-stop-shop" principle.

In a child-friendly environment, minors will be able to receive a full range of services—from initial psychological aid to forensic medical examinations and interviews conducted in the presence of specialized professionals. This approach is designed to prevent re-traumatization and eliminate the need for families to visit multiple different institutions.

This new initiative is stipulated by the Law of the Republic of Kazakhstan "On Crime Prevention," which was signed by the Head of State on December 30, 2025. The relevant provision comes into force on March 2, 2026. In the near future, regulations governing the operation of these offices will be approved, after which their phased opening is planned in regions throughout the country.

Furthermore, as part of this law, Rules for identifying and providing assistance to minors who have been subjected to violence, cruel treatment, bullying, or who have witnessed violence have been developed. This document establishes procedures for identifying such children, providing them with aid, and outlines algorithms for interaction between state bodies, educational organizations, contact center 111, the Commissioner for Children's Rights, and regional commissioners. The goal is to ensure prompt inter-agency response and timely comprehensive support for minors.
