Kazakhstan Approves New Waste Management Concept Until 2030, Establishes National Center

The Ministry of Ecology and Natural Resources of Kazakhstan is advancing a systemic reform of the waste management sector as part of the nationwide "Taza Kazakhstan" program. A pivotal step in this reform was taken on December 31, 2025, with the government's approval of the Concept for Managing All Types of Waste for 2026-2030.

This document establishes, for the first time, a comprehensive model for the industry's development. A key provision is the creation of a National Waste Management Center, which will be formed by transforming JSC "Zhasyl Damu." This center is designated to become the national coordinator for the entire waste management system.

The updated operational model was presented to deputies during a strategic session dedicated to implementing the new concept. The model focuses on enhancing transparency and efficiency through several key measures: digitalizing the accounting and control of waste generation and transportation, expanding municipal solid waste collection services in rural settlements, addressing accumulated industrial waste stockpiles, and strengthening control over hazardous waste.

Further plans include refining state regulation, fostering a market for secondary resources, and developing recycling infrastructure. Parliamentary deputies showed particular interest in issues concerning industrial waste, historical landfills, medical waste, construction debris, and managing waste in rural areas lacking sorting facilities.

Participants at the session emphasized that implementing this new system will require improvements to the legislative framework, underscoring the crucial role of parliamentary support. The successful realization of these solutions is expected to create a modern and transparent waste management system, increase recycling rates, and reduce environmental risks.

Concluding discussions highlighted the necessity for further detailed review of each thematic block with all relevant stakeholders and expert communities involved.
