Kazakhstan, Kyrgyzstan, Uzbekistan Hold First Talks on Kambarata HPP-1 Project

Delegations from Kazakhstan, Kyrgyzstan, and Uzbekistan have held their first round of negotiations in Bishkek to discuss a major joint energy project. The talks focused on drafting an intergovernmental agreement for the construction of the Kambarata Hydroelectric Power Plant-1 (HPP-1).

The Kambarata HPP-1 is a strategically significant regional initiative aimed at enhancing energy security in Central Asia. The project envisions building a large hydroelectric station with an installed capacity of 1,880 MW on the Naryn River within Kyrgyzstan's territory.

The negotiations were co-chaired by high-ranking officials: Vice Minister of Energy of Kazakhstan Sungat Yessimkhanov, Deputy Minister of Energy of Kyrgyzstan Altynbek Rysbekov, and Deputy Minister of Energy of Uzbekistan Umid Mamadaminov. Representatives from relevant state bodies and specialized organizations of all three countries participated in the discussions.

The presence of World Bank representatives as observers underscored the institution's key role as the primary international financial partner for this ambitious undertaking.

Following the meeting, the parties confirmed their commitment to continue joint work on finalizing the agreement's provisions. The next round of negotiations is scheduled for April 2026 in Tashkent.
