Uzbekistan Approves Five-Year National Cybersecurity Strategy

President of Uzbekistan Shavkat Mirziyoyev has signed a decree approving a new state strategy for the development of cybersecurity and the improvement of the system for countering cybercrime. The document outlines strategic directions for the period from 2026 to 2030.

The implementation plan includes establishing specialized cybersecurity units within key government bodies. Starting April 1, 2026, such departments will be created in the Ministry of Justice, the Ministry of Energy, and the Tax Committee.

To finance these and other related initiatives, state agencies and organizations will be permitted to allocate necessary funds from both budgetary and extra-budgetary sources.

A significant component of the strategy involves enhancing the resilience of national information systems by proactively identifying vulnerabilities. The government plans to organize competitions with the participation of independent experts for this purpose.

These competitions will be hosted on a special electronic platform developed by the State Security Service. The overarching goal of the strategy is to strengthen the protection of critical infrastructure, elevate the level of cyber defense for state and commercial information resources, and establish a modern mechanism to counter cyber threats.
