A police officer from the Talgar district has been sentenced to two years and four months in a medium-security penal colony for negligence and official forgery. His inaction directly preceded a tragedy involving the murder of a man and the abduction of a child.

The Talgar District Court found officer "E." guilty under two articles of the Criminal Code: Part 2 of Article 371 ("Negligence resulting in grave consequences") and Part 2-1 of Article 369 ("Official forgery committed by a law enforcement officer"). The court sentenced him to two years and two months for forgery and two years and four months for negligence, with the final sentence set at two years and four months. He was taken into custody immediately in the courtroom.

In addition to imprisonment, the court imposed a lifelong ban on holding any public office and stripped him of his special rank of lieutenant. The court also granted a civil claim from the victim, awarding three million tenge in compensation for moral damages. The verdict has not yet entered into legal force, as both parties retain the right to appeal.

The charges stemmed from events on September 3, 2025. Three days before the fatal incident, officer "E." responded to a call from a woman who reported that an armed man—whom she accused of previously raping her—had come to her home. During this visit, the inspector drew up a protective order but forged the victim's signature on the document. A forensic examination later confirmed that the signature was not hers, and "E." admitted to falsifying it during his trial.

"The expert examination confirmed that the signature did not belong to the victim. The defendant himself admitted in court that he had forged it," clarified an attorney involved in the case.

On September 6, 2025, the same man returned with accomplices, fatally shot the woman's 27-year-old brother at her home, and abducted her two-year-old daughter. The brother died at the scene; he is survived by his three children and pregnant wife. Special forces later rescued the child during an operation where one suspect drove off a cliff with her still in the vehicle. The girl sustained injuries requiring surgery but was eventually returned to her mother.

On March 18, another court sentenced this main perpetrator to 25 years in prison; his two teenage accomplices each received nine-year sentences.

This case is part of broader legal proceedings against several Talgar district police officers connected to these events. Criminal cases have been initiated against four officers total: two patrol inspectors are accused of negligence and forgery (one has now been convicted), while two investigators face charges of abuse of authority and inaction.

The tragedy's roots trace back even further: according to family lawyers, over a month before these events, authorities failed to act on an initial rape report filed by the mother against this same man.
