Belarus, Kazakhstan, Russia, Uzbekistan Commodity Exchanges Sign Price Indicator Agreement

On March 19, 2026, a significant agreement was signed between the commodity exchanges of four nations. The Belarusian Universal Commodity Exchange (BUCE), the Eurasian Trading System Commodity Exchange, the Saint Petersburg Exchange, and the Uzbek Republican Commodity and Raw Materials Exchange formalized a pact on the mutual recognition and dissemination of exchange-based price indicators.
The signing ceremony took place in Moscow during the X International Forum "Exchange Commodity Market," organized by the Saint Petersburg Exchange. This event marks a crucial step toward establishing an international system of indicators for commodity markets.
The agreement outlines a mechanism for the mutual recognition of national price indicators. It defines specific criteria these indicators must meet and establishes a unified methodology for their calculation to be included in the future international system. Furthermore, the document sets forth procedures for cooperation among participating exchanges regarding the distribution of approved indicators.
BUCE has been developing its national system of price indicators for approximately two years. In 2024, it created a methodology for calculating indices based on exchange transactions. Starting in February 2025, following approval from relevant ministries and the National Statistical Committee, these indices have been published monthly in open access.
In February 2026, BUCE expanded its range of indices by incorporating indicators calculated from over-the-counter (OTC) transactions as well.
The exchange's website now features both aggregate and individual indices for key commodity groups that represent significant shares of trade turnover. For the domestic market, these include ferrous metals and products made from them, round unprocessed timber, and oilseed meals. For external trade, key tracked commodities are sawn timber, dry milk powder, butter, casein, and rapeseed oil.
