Kazakh President Tokayev Signs Three Laws on Trade and Civil Protection
@TengriNews
On March 26, President of Kazakhstan Kassym-Jomart Tokayev signed three laws into effect.
The first law ratifies the "Agreement on a Harmonized System for Determining the Origin of Goods Exported from the Customs Territory of the Eurasian Economic Union." This document is designed to optimize mechanisms for regulating the export of EAEU products to third-country markets. It establishes unified approaches for determining, certifying, and verifying the origin of goods. The agreement also regulates the digitalization of these procedures through the creation of electronic verification systems. This will allow competent authorities in third countries to promptly check the authenticity of certificates in real time, significantly simplifying access for Kazakh goods to foreign markets.
The second law ratified by the Head of State is "On Ratification of the Protocol on Amendments to the Agreement on Principles and Approaches for State Control (Supervision) over Compliance with Technical Regulations of the Eurasian Economic Union." The purpose is to harmonize legislation among EAEU member states in this area.
Furthermore, President Tokayev ratified an agreement on establishing a "Civil Protection Mechanism within the Organization of Turkic States." This agreement aims to create a joint mechanism for responding to natural disasters and emergencies, as well as providing voluntary support to affected states.
Assistance under this mechanism is provided upon request from an affected state during an emergency situation and is carried out on a voluntary basis. The Civil Protection Mechanism will be established as an international organization operating as a sectoral body within the Organization of Turkic States dealing with emergency situations.
The texts of these laws have been published in official print media.
