Tokayev Sets July 2026 Deadline for Legal Reform Under New Constitution

President Kassym-Jomart Tokayev has announced that all national legislation must be brought into line with the country's new Constitution by July 1, 2026. The date marks when the updated Basic Law, approved by referendum in March, officially comes into force.
Speaking at an award ceremony for scientists in Astana, Tokayev emphasized the historic significance of the constitutional reform. He stated that the document is designed to strengthen the fundamental foundations of the state and set Kazakhstan on a path of sustainable development across all sectors.
A key innovation highlighted by the President is found in the preamble of the new Constitution. For the first time, it establishes a clear focus on the values of culture, education, science, and innovation. "This means comprehensive support for these spheres acquires strategic importance," Tokayev said. "Critically, the development of these sectors has now become a constitutional duty of the state."
The Head of State expressed gratitude to the entire scientific and academic community for their active contribution to developing and adopting the Constitution.
Regarding implementation, Tokayev noted that Parliament has already begun extensive legislative work to align existing laws with new constitutional norms. He stated his expectation for deputies to conduct a high-quality and prompt review of all relevant bills ahead of the 2026 deadline.
It was also announced during the event that elections for Kazakhstan's new Parliament—the Kurultai—are scheduled for August.
