US Warns Ukraine That Attacks on Russian Oil Terminal Harm American Investments

Ukraine has received a diplomatic message from the United States expressing concern that Kyiv's military strikes against the Russian port of Novorossiysk are negatively impacting American investments channeled through Kazakhstan, according to a Ukrainian official.
Olga Stefanishyna, Ukraine's Deputy Prime Minister for European and Euro-Atlantic Integration, revealed that Washington communicated its position through the State Department. "We heard that Ukrainian attacks on Novorossiysk have affected some American investments that are carried out through Kazakhstan," Stefanishyna stated. She added that the US advised Kyiv to "refrain from... Attacks on American interests."
The official noted that the diplomatic communication emphasized the current scale and significance of US economic interests in Kazakhstan, which it suggested now outweigh those in Ukraine. Stefanishyna said Kyiv has "taken note" of this message.
The warning is linked to Ukrainian attacks targeting the marine terminal of the Caspian Pipeline Consortium (CPC) near Novorossiysk in late November 2025. The assault by unmanned aerial vehicles severely disrupted exports of Kazakh oil, with one pumping unit reportedly nearly destroyed in what was described as the most damaging strike on the pipeline to date.
The disruption had immediate consequences for Kazakhstan's energy sector. By January, the country managed to redirect only a small fraction of the oil volumes stranded by the CPC pipeline shutdown. Alternative export routes saw an increase of approximately 25,000 barrels per day compared to November levels—a figure representing just 6% of the total reduction in CPC throughput during the same period. This shortfall contributed to a sharp decline in Kazakhstan's overall oil production.
