Kazakhstan has launched a comprehensive set of initiatives as part of the Year of Digitalization and Artificial Intelligence, following directives from President Kassym-Jomart Tokayev. Prime Minister Olzhas Bektenov has approved the corresponding action plan.

The plan is structured into eight core blocks and encompasses 100 key measures. It addresses a broad spectrum of digital economy objectives, including organizational support for the Year, strategic and regulatory frameworks, and the digital transformation of human capital development under the AI-SANA initiative. A central focus is the transition of government agencies to a GovTech model.

Additional priorities outlined in the plan are cybersecurity and digital infrastructure, the digitization of key economic sectors, comprehensive digital development for cities and regions, and fostering a new national economic paradigm.

The official opening ceremony for the Year will be held at the Alem.AI platform in March.

The upcoming initiatives include the development of a "Digital Qazaqstan" Strategy and the creation of tax and regulatory incentives for domestic IT companies. The plan also calls for the adoption and formal enactment of at least 90% of key legislative proposals in the fields of digitalization, artificial intelligence, data management, cybersecurity, telecommunications, and digital assets. A parallel focus will be on developing human capital.

The AI-SANA initiative includes plans to expand the project to implement AI education at all levels. This encompasses schools, universities, as well as retraining and professional development programs for adults.

At the secondary education level, initiatives such as Day of AI Qazaqstan and the opening of TUMO Centers are being developed.

Overall, the programs for developing digital and AI skills will reach at least 450 thousand students and educators across all educational levels and sectors.

This year will see the launch of the first phase of AI University and the expansion of the Tomorrow School artificial intelligence academy across Kazakhstan's regions to train AI specialists. Additionally, the "AI Governance 500" program for developing digital leaders in the public and quasi-public sectors will be implemented. The AI Qyzmet program for civil servants continues its development, while a new initiative for businesses, AI Corporate, will launch to teach company employees how to delegate routine tasks to artificial intelligence. GovTech: A Digital Model of Public Administration

The government's transition to the GovTech model will focus on several key digital initiatives. Central to this effort is the development of a digital workplace for civil servants, enhancing the eGov platform—including services for businesses—and expanding offerings within the Social Wallet. The national AI platform will also see wider implementation of artificial intelligence solutions.

Specific targets have been set to measure progress. The plan aims to equip at least 80% of civil servants with the Gov Workspace digital environment, featuring single sign-on access to all critical government systems. Furthermore, a minimum of 50 public services are slated to utilize AI technologies, and over 30% of state information systems will be migrated to the QazTech platform.

In parallel, efforts will be made to expand internet accessibility across the country. This includes providing connectivity on trains and airplanes, at tourist sites, and within border infrastructure facilities. A significant step will be the launch of advanced Direct to Cell satellite communication technology.

These combined measures are expected to substantially improve the quality of digital public services for both citizens and businesses, with a target increase of no less than 75%.

Cybersecurity and Digital Infrastructure

This section outlines measures to strengthen cybersecurity and personal data protection. Key initiatives include reinforcing a unified information security perimeter, conducting cybersecurity audits of government information systems, addressing vulnerabilities, and implementing mandatory information protection tools.

Additionally, the plan prioritizes the migration of state information systems to a new national data processing center.

Digitalization of Sectors

The digitalization of key economic sectors is a central focus, with plans to implement digital solutions across major industries. This includes automating dispatch and operational management processes, digitizing data to build Big Data repositories, utilizing artificial intelligence for data analysis, developing digital twins, deploying IoT sensors and drones, and introducing proactive and digital models for tax administration. Key planned initiatives involve integrating AI into all critical energy management systems while ensuring the cybersecurity of vital infrastructure. Additionally, at least 90% of geological data is to be created through the digitization of a unified digital geological environment. A complete digital framework for cross-border trade and logistics processes will be launched and made operational. AI monitoring will cover agricultural lands and production facilities, aiming to increase crop yields by 10% and establish a full digital traceability system "from field to shelf." At least 30% of construction projects are slated to utilize digital master plans and BIM modeling. Furthermore, a minimum of 30% of financial institutions will be connected to a unified state services digital integration environment. Digital platforms for the social and labor sphere will be developed, targeting at least 90% coverage of key processes in a digital format. Cities and regions will also undergo significant transformation.

A key component of the plan focuses on comprehensive digital development for cities and regions. This year's scheduled work includes building fiber-optic communication lines in villages, equipping highways with mobile internet coverage, and expanding 5G networks in 20 cities.

Public Service Centers are set to be transformed into Digital Citizen Offices, where self-service zones will become the norm. The plan also includes launching a Smart City project in Astana and expanding IT hubs.

The expected outcomes are:

High-speed internet access for 99% of citizens;

100% 5G coverage in the 20 largest cities;

An annual increase of at least 15% in the urban environment comfort index;

The conversion of at least 20 Public Service Centers into Digital Citizen Offices with self-service areas.

New Economy

The strategy for building a new economy includes several key initiatives. These involve advancing the unmanned vehicle industry and developing a low-altitude economy, with plans to launch at least five pilot projects under this framework.

Furthermore, the plan calls for establishing a regulated cryptocurrency industry and a digital assets market. It also includes the creation of state-run mining operations.

Another major component is the deployment of domestically produced satellites into orbit, with the goal of exporting this technology.
