Kazakhstan Approves Unified Standard for Converting Basements into Civil Defense Shelters

Kazakhstan has established a new state standard for converting basements, underground parking lots, and other subterranean spaces into public shelters for use during emergencies. The standard, designated ST RK 4016-2025, will come into effect on January 1, 2026.
The document was developed by KazStandard as part of the National Standardization Plan for 2025 at the request of the Ministry of Emergency Situations. It aims to create a unified approach to adapting existing underground structures for civil defense purposes, thereby enhancing public safety and preparedness.
The new regulations fill a previous regulatory gap by setting comprehensive requirements for such shelters. These include specifications for structural integrity, layout planning, and critical life support systems. Mandatory systems cover ventilation, water supply, electricity, sanitation facilities, and communication links.
The standard also outlines a procedure for assessing the technical condition of buildings earmarked for conversion. This involves inspecting load-bearing structures and engineering systems to determine their suitability. Where necessary, measures are prescribed to reinforce structures and retrofit spaces effectively.
To aid implementation, the document provides examples of typical design solutions and includes a table for evaluating shelter suitability. The project underwent extensive review and was coordinated with numerous state bodies including the Ministries of Emergency Situations, Defense, Ecology and Natural Resources, as well as energy oversight committees and business associations.
During the coordination process, feedback led to several key inclusions in the final standard. These account for geographical, climatic, and seismic factors in technical designs; consider algorithms for protection against unmanned aerial vehicles; provide detailed examples of conversion schemes; specify requirements for reinforcing shelter walls and openings; and outline provisions for an automated public access system to shelters.
The adoption of this unified standard is expected to significantly improve Kazakhstan's capacity to protect its population during natural disasters, industrial accidents, or military conflicts by systematically utilizing available underground infrastructure.
