They use psychological pressure to trick victims into transferring money or taking out loans. Police emphasized that legitimate banks do not operate this way and urged people never to share personal data or banking codes over the phone.

A separate legal matter involves Marat Kushtybaev, the former police chief of Taldykorgan who is currently serving an 11-year prison sentence. From his cell, he has filed a lawsuit against the Zhetysu regional police department concerning his former service apartment. While a court ruled that police inaction on his privatization request was illegal, a separate attempt by his family to prevent potential eviction was rejected on appeal.
