Kazakh President Tokayev Presents New Constitution as Socially Focused Document

President Kassym-Jomart Tokayev has outlined the proposed new Constitution of Kazakhstan as a historic document that will strengthen the social character of the state. He made these remarks during a ceremony in Astana dedicated to International Women's Day.

Tokayev emphasized that in the context of a worsening global situation, the new Constitution will reinforce the foundation of Kazakhstan's independence and provide fresh impetus for all socio-political institutions. He described the draft, which is set for a national referendum, as defining the future vector of the country's development.

The core of the new constitutional project, according to Tokayev, is the protection of independence, sovereignty, territorial integrity, and the rights and freedoms of citizens. He stated that the draft contains a significant number of specific social norms which he believes are absent in most developed countries. "These provisions enhance the social character of our state," he declared.

The President noted that Kazakhstan's system of social support for its population has developed very well. The state fulfills its obligations in this sphere impeccably and on time, with over one hundred different social benefits and allowances existing, many programs provided free of charge.

Looking ahead, Tokayev stressed that improving human capital and forming a new quality for the nation is paramount. "Therefore, priority attention should be paid to raising responsible citizens—an educated, hardworking, creative generation," he said. He identified this focus on human capital as a requirement of the modern technological era and a crucial strategic task for Kazakhstan.

In this endeavor, Tokayev concluded that women have an exceptional role to play. He stated that as Kazakhstan embarks on a path of large-scale modernization, women's constructive role will only increase.
