Tokayev: New Constitution to Strengthen Social Character of Kazakh State

President Kassym-Jomart Tokayev has stated that the constructive role of women will only grow as Kazakhstan embarks on a path of large-scale modernization. He made these remarks during a ceremonial event in Astana dedicated to International Women's Day.

The President emphasized that the draft of the new Constitution, submitted for a national referendum, is a historic document defining the future vector of the state's development. "In the context of an aggravated global situation, the new Constitution will strengthen the foundation of our independence and give new impetus to the activities of all socio-political institutions," he stressed.

Tokayev identified the core of the new constitutional project as the protection of Kazakhstan's independence, sovereignty, territorial integrity, and the rights and freedoms of its citizens.

"The draft of the new Basic Law contains a large number of specific social norms that, I am sure, are absent in most developed countries. These provisions strengthen the social character of our state," declared President Tokayev.

The Head of State noted that Kazakhstan's system of social support for citizens has developed very well. The state impeccably and timely fulfills its obligations in this sphere; there are over one hundred different social benefits and allowances, with many programs provided free of charge.

"These are today's realities. We must look to tomorrow and build long-term plans. The main thing is improving human capital and forming a new quality for our nation. Therefore, priority attention should be given to raising responsible citizens – an educated, hardworking, constructive generation," said Kassym-Jomart Tokayev.

He added that great attention is paid worldwide to human capital or quality human resources—a requirement of the modern technological era and a crucial strategic task for Kazakhstan. "In this matter, an exceptional role undoubtedly belongs to women," concluded President Tokayev.
