Kazakhstan's National Fund for Children Surpasses $2.5 Billion in Savings

Over three years of operation, Kazakhstan's 'National Fund for Children' social program has accumulated a total exceeding $2.5 billion for the benefit of seven million children. The initiative, launched by President Kassym-Jomart Tokayev, aims to ensure a fair distribution of national wealth and provide equal starting opportunities for the younger generation.
In the current year, 6,918,656 children born between 2008 and 2025 inclusive are participating in the program. More than $900 million has been allocated from the National Fund's investment income for 2026 alone, resulting in an accrual of $130.71 per child.
For those reaching adulthood in 2026—a group of 356,613 individuals—a total disbursement of $132.1 million is planned.
A key feature of the program is the capitalization of funds. On the base amount of $232.94 accrued to each child from previous periods, an investment income of $6.91 was earned this year.
Consequently, for children enrolled since the program's inception, the total accumulated amount with investment income over three years (2024–2026) now stands at $370.56 per person.
The funds are already being used to address significant life goals for young people. The largest portion, $26.3 million, has been directed toward improving housing conditions based on 158,774 approved applications. A further $15.5 million has been invested in children's education through 94,068 applications.
The program's mechanism is fully digital and transparent. Parents can check their child's participation and savings balance via several channels: the dedicated website kids.enpf.kz (using the child's IIN), their personal account on the egov.kz portal, or through mobile applications like Halyk Bank, Kaspi.kz, and Bcc.kz.
Upon turning 18, accumulated funds are transferred to a special account with the Unified Accumulative Pension Fund (ENPF). Access is then granted exclusively to the account owner using a digital signature.
If a child's data is not found in these systems, parents should contact a Public Service Center (TsON). Confirming citizenship may require a visit to the local migration service office.
To allocate savings toward housing or education expenses, beneficiaries simply need to submit an application through authorized partner banks—Otbasy Bank and Halyk Bank were joined by Bank CenterCredit in mid-2025—expanding options for young Kazakhs seeking to utilize their funds effectively.
