Moldova Officially Begins Withdrawal from CIS, Membership to End in 2027

The Republic of Moldova has formally initiated the procedure to leave the Commonwealth of Independent States (CIS). The country's membership in the organization will officially terminate on April 8, 2027.

Moldovan Deputy Prime Minister and Minister of Foreign Affairs Mihai Popșoi confirmed that the government has sent a formal notification to the CIS secretariat in Minsk and has received confirmation of its receipt. According to international law, membership ceases exactly one year after such notification is submitted.

"From a legal standpoint, after the 12-month period expires on April 8 of next year, we will no longer be part of the CIS," stated Popșoi. He emphasized that for several years, Moldova has already refrained from participating in the political, social, and cultural events of the Commonwealth that do not align with its national interests.

However, the Foreign Minister clarified that Moldova intends to remain a party to several economic agreements concluded within the CIS framework. He drew a parallel with Georgia's earlier actions: "Georgia's experience is indicative. They denounced the core agreements, as we have done, but remained participants in economic agreements. We are doing exactly the same."

A source familiar with the process noted that Chisinau will need to discuss all modalities with the CIS Executive Committee. These discussions will include settling any accumulated financial obligations and determining precisely which agreements Moldova will continue to honor after its exit.

This move follows a years-long process of distancing from CIS structures. For four years, Moldova has not participated in meetings of either the CIS or the Eurasian Economic Union (EAEU), where it holds observer status. By late 2025, Chisinau had already terminated 67 out of 255 documents signed within the Commonwealth.

The current Moldovan government's policy is focused on reorienting its exports toward Western markets and aligning its legal framework with European standards—a strategic shift underscored by President Maia Sandu.
