Uzbekistan's President Signs Decree to Accelerate Housing Construction and Expand Mortgage Access

President of Uzbekistan Shavkat Mirziyoyev has signed a decree aimed at accelerating residential construction and improving housing provision for citizens. The document, titled "On the effective organization of multi-apartment building construction and acceleration of work to provide housing for the population," was signed on February 24.

The decree is designed to stimulate the housing construction sector and create conditions for realizing citizens' right to housing. According to the document, the supply in the residential real estate market must increase proportionally to growing demand.

A key objective is to reduce the investment-construction period for housing by 1.5 times, including procedures for land allocation and obtaining permits. Projects meeting selection criteria for new territories of "New Uzbekistan" residential complexes in Karakalpakstan and other regions will receive corresponding status, granting them access to existing procedures and funding sources designated for such developments.

The decree mandates the widespread application of modern technologies in infrastructure development. Specifically, road transport projects within "New Uzbekistan" complexes will utilize devices powered by renewable energy sources, energy-saving equipment, and alternative heating systems, with the goal of creating a "green" transport environment in these areas.

Furthermore, based on the experience of companies like Tashkent Invest and Samarkand Invest, investment companies will be established in all regions to act as a bridge between businesses and government agencies.

Applications for mortgage program subsidies submitted through the subsidiya.idm.uz system will be automatically checked against social criteria, eliminating human factors from the review process.

Starting April 1, self-employed citizens will be able to obtain mortgage loans using budget funds on equal terms with those having official income, provided they have voluntarily paid social tax for the previous year. From 2027, this tax payment requirement will extend to a two-year period, and from 2028—to a three-year period.
