Kazakh Presidential Aide: New Constitution Embodies President's Reforms

Arman Kyrykbayev, the Presidential Aide for Domestic Policy and Communications, has stated that the new Constitution represents the culmination of systemic reforms initiated by the Head of State. He made these remarks during a meeting with residents of the capital, which included representatives from various sectors of society.
Kyrykbayev emphasized that the President himself is the author and inspiration behind the new Constitution. He noted that by proposing it, the Head of State has fundamentally altered the philosophy of Kazakhstan's constitutional development.
"It is important to understand that the author and inspiration for the new Constitution is the Head of State himself," Kyrykbayev said. "His extensive experience in state-building and years of work in international organizations have shaped a modern vision for our country's constitutional path. The President personally worked on the provisions of this draft."

The aide stressed that the draft Basic Law incorporates key ideas and reforms consistently advanced by the President since 2019. Principles such as "Law and Order," "Taza Qazaqstan" (Clean Kazakhstan), "Fair Kazakhstan," and "Adal Azamat" (Honest Citizen) are all reflected in its text.
"Essentially, it has become the quintessence of the political course implemented by the Head of State since 2019," he added.
According to Kyrykbayev, the contours of this reform were outlined by the President long before drafting began. The focus areas include strengthening national sovereignty, establishing a model for power succession, enhancing environmental responsibility, and forming a more human-centric system of public administration.

He believes this explains widespread public support for the document. Citing survey results, Kyrykbayev noted that 89.2 percent of Kazakhstan's population supports it.
"Citizens see in this new Constitution a logical continuation of recent years' reform course," he concluded. "Therefore, supporting this project means supporting positive changes and further strengthening Kazakh statehood."
The interactive meeting also featured speeches from experts, analysts, members of parliament (Mazhilis), youth movement leaders, and creative industry representatives who highlighted timely nature of these reforms expressed their support for new constitutional project.
