Dozens of Chinese research vessels are engaged in a large-scale effort to map the seabed across strategically vital regions of the Pacific, Indian, and Arctic Oceans. Analysts suggest the data being collected could prove decisive in any future underwater conflict with the United States and its allies.

Naval experts explain that by charting underwater topography, China can create detailed maps of potential submarine battlegrounds. This information is critical for planning submarine warfare, allowing for better navigation, ambush positioning, and evasion.

The research vessel Dong Fang Hong 3 exemplifies this activity. In 2024 and 2025, it operated near Taiwan and Guam, as well as in key areas of the Indian Ocean. While officially conducting climate research and sediment studies, its deep-sea mapping capabilities provide militarily useful intelligence.

Former commander of Australian submarine forces Peter Scott stated that data from such vessels "could be invaluable in preparing the battlefield" for Chinese submarines. He highlighted a significant shift in undersea dominance.

"For decades, the U.S. Navy could count on an asymmetric advantage in its knowledge of the maritime battlespace. China's efforts threaten to undermine that advantage. This is certainly a deep concern," Scott said.

Professor Ryan Martinson from the U.S. Naval War College expressed astonishment at the sheer scale of China's maritime scientific research program. The Chinese government has not publicly commented on these reports or the strategic implications of its oceanographic missions.
