Kazakhstan's Qarmet Signs Program to Boost Domestic Procurement to 60%

Vice Minister of Industry and Construction Olzhas Saparbekov and the Chairman of the Board of JSC "Qarmet" Vadim Basin have signed a program for the development of in-country value for 2026-2029.

The initiative is part of a broader state policy aimed at strengthening domestic industrial capacity. Its core objective is to fulfill the President's directive to achieve a share of Kazakhstani content of at least 60% in regulated procurement within three years. This places an obligation on major enterprises and subsoil users to systematically increase their procurement of local goods, works, and services.

To facilitate compliance, large businesses are utilizing long-term contracts and off-take agreements. These instruments guarantee demand for Kazakhstani manufacturers, creating stable conditions for expanding localization efforts.

These measures are designed to increase the workload of domestic enterprises, reduce import dependency, enhance industrial cooperation, and stimulate the growth of small and medium-sized businesses.

JSC "Qarmet" is among the first major industrial companies in the country to have fully completed the process of preparing, coordinating, and approving its in-country value development program.

The metallurgical plant is concurrently implementing a large-scale modernization investment program focused on upgrading production technology, expanding its product range, and deepening metal processing.

The company has identified six key strategic vectors: increasing the share of in-country value in goods, works, and services; localization by supporting local producers to establish new ventures; launching new product types; training Kazakhstani specialists; expanding sales networks across regions; and fostering social development in its areas of operation.

Qarmet's priorities include localizing its supply chain, signing long-term off-take contracts, and building cooperative chains around its metallurgical plant. The implementation of these steps ensures stable demand for domestic manufacturers' output and contributes to creating an industrial belt comprised of small and medium-sized enterprises.

The company's participation in this state policy confirms the business sector's readiness for systematic partnership with the government, forming a solid foundation for bolstering the nation's industrial potential.
