Kazakhstan and Qarmet Sign Four-Year Domestic Production Development Program

Vice Minister of Industry and Construction of the Republic of Kazakhstan, Olzhas Saparbekov, and Chairman of the Board of JSC "Qarmet," Vadim Basin, have signed a program for the development of in-country value for 2026-2029.
The program is part of state policy aimed at boosting domestic value and strengthening the nation's industrial capacity. It implements a directive from the Head of State to achieve a share of Kazakhstani content of no less than 60% in regulated procurement within three years. Consequently, subsoil users and large enterprises are tasked with systematically and incrementally increasing their procurement of domestic goods, works, and services.
To ensure compliance by major businesses, long-term and off-take agreements are being utilized. These contracts guarantee demand for Kazakhstani manufacturers and create conditions for expanding localization efforts.
These measures are designed to increase the workload for domestic enterprises, reduce import dependency, enhance industrial cooperation, and stimulate the development of small and medium-sized businesses.
JSC "Qarmet" is among the first major industrial enterprises in the country to have fully completed the process of preparing, coordinating, and approving its in-country value development program.
The Qarmet metallurgical plant is now implementing a large-scale modernization investment program focused on raising its technological level, expanding its product line, and deepening metal processing.
The company has identified six key strategic vectors: increasing the share of in-country value in goods, works, and services; localization—supporting local producers to establish new businesses in its regions of operation; launching new product types; training Kazakhstani specialists; expanding its sales network across regions nationwide; and fostering social development in its operational areas.
Among Qarmet's priorities are localizing procurement, concluding long-term off-take contracts, and forming cooperative supply chains around the metallurgical plant. Implementing these measures ensures stable demand for products from domestic manufacturers and contributes to creating an industrial belt comprised of small and medium-sized enterprises.
Qarmet's participation in implementing the in-country value development policy confirms the business community's readiness for systematic partnership with the state. This collaboration forms a solid foundation for strengthening Kazakhstan's overall industrial potential.
