Kazakhstan Advocates for Regional Aviation Security Cooperation at ICAO Meeting

Kazakhstan participated in the 37th meeting of the ICAO Aviation Security Panel (AVSECP/37), held at the International Civil Aviation Organization's headquarters in Montreal, Canada.
Within the framework of ICAO's initiative to support implementation and capacity building, Rustem Kabanbayev, Chief Aviation Inspector of the Aviation Security Department of Kazakhstan's Aviation Administration and a member of the ICAO AVSECP Training Working Group, presented a working paper from Kazakhstan. The document was titled "Strengthening Regional Cooperation: The Role of the Central Asia and Caucasus Aviation Security Coordination Group in Preparing Kazakhstan for the ICAO USAP-CMA Audit." It emphasized the importance of expanding regional cooperation to improve aviation security oversight and readiness for the ICAO Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USAP-CMA).
The Central Asia and Caucasus Aviation Security Coordination Group was established in 2021 to facilitate knowledge exchange, capacity-building initiatives, and harmonization of security measures among member states.
Participants at AVSECP/37 welcomed Kazakhstan's findings, acknowledging regional cooperation as a key factor in strengthening global aviation security resilience. Kazakhstan's contribution was noted as an example of effective collaboration and leadership within the region.
The meeting also addressed a wide range of critical aviation security issues, including emerging threats, policy and regulatory changes, innovations, and capacity-building strategies. These discussions further reinforced ICAO's mission to ensure safe and reliable international air transport.
Kazakhstan remains committed to close cooperation with ICAO and international partners to enhance aviation security and support global efforts toward a safer aviation environment.
