Astana hosted a working meeting between Kazakhstan's Minister of Agriculture, Aidarbek Saparov, and his Russian counterpart, Oksana Lut. The talks were also attended by representatives from relevant agencies of both nations.
\n\nOksana Lut's visit to Kazakhstan for negotiations marks the second consecutive year, underscoring a high level of trust and Russia's interest in deepening inter-ministerial cooperation.
\n\nIn his opening remarks, Aidarbek Saparov emphasized that Kazakhstan and Russia are strategic partners, with the agricultural sector being a cornerstone of their bilateral relations. Over the past five years, mutual trade in agri-food products has shown steady growth—rising from $2.9 billion USD in 2021 to $4.4 billion by the end of 2025. Furthermore, trade volume increased by 6.6% in January 2026 alone.
\n\n\"Kazakhstan's agricultural exports are growing at an accelerated pace,\" noted Minister Saparov. \"By the end of 2025, they increased by 15.7%, and in January 2026, exports showed further growth of 17.8%. This confirms the mutually beneficial nature of our cooperation.\"
\n\nHe attributed these results to coordinated efforts and the systematic removal of previously existing restrictions. An active plan for Kazakh-Russian cooperation in the agro-industrial complex is being implemented, which has already seen agreements signed on scientific-technical development and foreign trade.
\n\nThe integration of information systems for exchanging electronic phytosanitary certificates has been completed, and interaction with Rosselkhoznadzor's \"Mercury\" system has been established.
\n\nOksana Lut also highlighted that trade turnover continued to grow in 2025 and maintained this positive trend through January-February of the current year from both sides.
\n\n\"In this regard, we need to discuss issues related to developing mutual trade,\" stated Lut. \"This includes expanding exports of Kazakh products to the Russian market. These areas require additional work.\"
\n\nShe proposed examining a broad range of bilateral issues, including the epizootic situation, restrictions on the supply and transit of livestock and feed products, veterinary control matters, vaccine supplies, and monitoring the saiga antelope population.
\n\nThe meeting involved detailed discussions on bilateral trade in agro-industrial products, lifting restrictions, ensuring transit for Kazakh agricultural goods, among other topics.
\n\nA special focus was placed on prospects for cooperation in agricultural science, education, breeding, and seed production. The importance of joint scientific research, implementing innovative technologies, and personnel training was underscored.
\n\nSignificant initiatives include establishing the first agro-ecological-climatic \"mirror\" carbon polygon at the A.I. Barayev Research Center in 2025 and launching an agrotechnopark at S.Seifullin Kazakh Agrotechnical Research University.
\n\nOksana Lut noted positive experience from university collaborations between both countries and suggested strengthening scientific-technological cooperation further.
\n\nThe ministers also discussed phytosanitary security issues—including joint measures against locust pests—noting that coordinated actions have prevented their spread across state borders this year; large-scale monitoring using modern technologies like agrodrones is planned for protective measures going forward as well as continued vigilance against such threats through collaborative efforts
