Kazakhstan Launches Domestic Value Program with Qarmet for 2026-2029

Vice Minister of Industry and Construction Olzhas Saparbekov and Chairman of the Board of JSC "Qarmet" Vadim Basin have signed a program for the development of domestic value for the period 2026-2029.
The initiative is part of a broader state policy aimed at strengthening Kazakhstan's industrial potential. Its core objective is to fulfill the President's directive to achieve a minimum 60% share of Kazakhstani content in regulated procurement within three years. Consequently, subsoil users and large enterprises are mandated to systematically and incrementally increase their procurement of domestic goods, works, and services.
To facilitate compliance by major businesses, long-term and off-take agreements are being utilized. These contracts guarantee demand for local manufacturers, thereby creating favorable conditions for expanding localization efforts.
These measures are designed to increase the workload of domestic enterprises, reduce import dependency, enhance industrial cooperation, and stimulate the growth of small and medium-sized businesses (SMEs).
JSC "Qarmet" has become one of the first major industrial companies in the country to complete the entire process of preparing, coordinating, and approving its domestic value development program.
The Qarmet metallurgical plant is now implementing a large-scale modernization investment program. This program focuses on upgrading production technology, expanding its product range, and deepening metal processing capabilities.
The company has identified six key strategic vectors:
- Increasing the share of domestic value in goods, works, and services;
- Localization (developing SMEs in its regions of operation) – supporting local producers in establishing new manufacturing facilities;
- Launching new types of products;
- Training Kazakhstani specialists;
- Expanding its sales network across regions within Kazakhstan;
- Contributing to social development in its operational regions.
Among Qarmet's priorities are localizing procurement, signing long-term off-take contracts, and building cooperative supply chains around the metallurgical plant. Implementing these measures ensures stable demand for products from domestic manufacturers and fosters the creation of an industrial belt comprised of SMEs.
Qarmet's participation in this national policy demonstrates the business sector's readiness for systematic partnership with the state. It lays a solid foundation for reinforcing Kazakhstan's overall industrial capacity.
