Kazakhstan Puts Pressure on Foreign Partners to Accelerate Karachaganak Gas Plant Construction

Kazakhstan's Ministry of Energy has placed the construction of the Karachaganak gas processing plant under special state control, demanding foreign partners expedite negotiations. The project, with a planned capacity of 5 billion cubic meters per year, is a direct order from the Head of State and a key element of the country's gas industry development plan through 2029.

A meeting chaired by Energy Minister Yerlan Akkenshenov brought together leadership from Samruk-Kazyna, national companies QazaqGaz and KazMunayGas, as well as shareholders. The minister emphasized that the primary goal is to meet growing domestic demand for commercial gas and reduce import dependency by diversifying processing capacities historically tied to Russia's Orenburg plant.

The current status confirms the project's economic feasibility. An agreement on basic cooperation principles has been signed with China's CITIC Construction. Preparations are underway for the FEED (Front-End Engineering Design) stage, alongside work on land allocation, infrastructure, and raw material supply.

National company QazaqGaz will serve as the unified operator for this strategic project. This decision is driven by the need for a swift transition to practical implementation and the company's long-term experience in managing major gas assets.

Discussions focused heavily on negotiations with foreign shareholders of the Karachaganak project. Minister Akkenshenov stressed the urgent need to resolve issues related to guaranteed raw gas supply, pricing mechanisms to ensure profitability for the domestic market, and integrating the new plant with existing field infrastructure (brownfield). The meeting also addressed establishing a fair mechanism for gas evacuation fee payments.

"For Kazakhstan, this plant is critically important, and endlessly postponing the project start is unacceptable. The state needs results. The project must be implemented dynamically and in strict accordance with our national economic interests. We expect a constructive and prompt position from the consortium," stated Yerlan Akkenshenov.

The minister warned that prolonged negotiations hinder progress toward active construction. Following the meeting, he reiterated that achieving a consolidated position with all participants remains a top priority in the near term.
