Israel and Lebanon Hold First Direct Talks in Over 30 Years

For the first time in more than three decades, representatives from Israel and Lebanon have engaged in direct negotiations. The historic meeting was facilitated by the United States at the State Department.

The talks commenced even as Israel continues its military operations in southern Lebanon, which it states are targeted against Hezbollah militants. This offensive has expanded following a cross-border attack by Hezbollah on March 2, despite a ceasefire agreement that took effect in November 2024.

Lebanon was represented by its Ambassador to the United States, Nada Haddad, while Israel's delegation was led by Ambassador Yehezkel Leiter. The U.S. Mediating team included Secretary of State Marco Rubio—who also serves as National Security Advisor—U.S. Ambassador to Lebanon Michelle Issa, advisor Michael Needham, and Special Envoy to the UN Mike Waltz.

After a brief pause for photographs, officials moved behind closed doors to begin discussions. In remarks before the meeting, Secretary Rubio sought to temper expectations, describing the event as the start of a "process" rather than a culminating event.

"All of the complexities of this issue will not be resolved in the next six hours," Rubio stated. "But we can begin moving forward to create conditions where something can happen—something very positive, something very sustainable."

When asked about his expectations for the meeting, Israeli envoy Leiter responded simply: "Only good."

The negotiations unfold against a backdrop of significant human cost. According to Lebanese health authorities, the Israeli offensive has resulted in at least 2,089 fatalities and 6,762 injuries.
