Central Election Commission Reveals Ballot Design for Constitutional Referendum

The Central Election Commission (CEC) of Kazakhstan has unveiled the official design and text of the ballot paper for the upcoming nationwide referendum on a new Constitution.

According to CEC member Mikhail Bortnik, the commission has prepared draft versions of the ballot in both Kazakh and Russian languages. The document will pose a single question to voters: "Do you accept the new Constitution of the Republic of Kazakhstan, the draft of which was published in mass media on February 12, 2026?"

Voters will be presented with two answer options: "Yes, I accept" and "No, I do not accept." To cast their vote, citizens must place any mark inside the empty square located to the right of their chosen response.

The CEC emphasized that significant security measures will be implemented in the production of all ballots. These will include specialized polygraphic methods using offset printing techniques. Additionally, ballots will feature specific colors, fonts, and other defined parameters as part of their protective design.

Logistical preparations are also underway. The total number of ballots to be printed is 12,586,413. This figure includes a reserve stock equivalent to one percent of all registered voters. The ballots will be delivered directly to local precinct commissions ahead of voting day.

The required quantity is based on data from regional administrations and the cities of Astana, Almaty, and Shymkent, which report a total of 12,461,796 citizens included in voter lists.
