Survey Reveals High Public Awareness and Support for Kazakhstan's New Constitution

A recent survey indicates that the majority of Kazakhstan's population is informed about the draft of a new Constitution and largely supports the proposed changes.
The study found that 87.5% of respondents are familiar with the constitutional project to some degree. Specifically, 34.2% stated they know the document's content well, while 53.3% have heard about it but have not examined the details. Only 12.5% reported being unaware of the draft.
When asked about their support, 48.4% of participants said they fully approve of all proposed amendments. An additional 38.1% expressed support for specific articles and provisions. The research notes that approval rates are higher among citizens who are more thoroughly acquainted with the text compared to those less informed.

Among the various norms in the draft, several received particularly strong backing: provisions on environmental protection were supported by 94.3%, clauses enshrining the values of culture, education, science, and innovation by 87.8%, and measures for protecting citizens' personal data in the digital sphere by 87.7%. Positive assessments of these initiatives were noted across all social groups.
Regarding participation in an upcoming referendum, 70.7% of those surveyed expressed potential readiness to vote, while 11.6% stated an intention not to participate. A further 17.7% were undecided at the time of polling.
The final decision on constitutional reform will be made by citizens in a nationwide referendum scheduled for March 15, 2026.
The referendum will pose a single question: "Do you accept the new Constitution of the Republic of Kazakhstan, the draft of which was published in mass media on February 12, 2026?" Voting will take place from 07:00 to 20:00 local time at nearly ten thousand polling stations across the country.
