Senate Speaker Calls New Constitution a Historic Step for Kazakhstan

Maulen Ashimbayev, Chairman of the Senate of Kazakhstan, has described the draft of the new Constitution as an event of historic magnitude and a confident step towards strengthening democracy. He made these remarks during a meeting with residents of East Kazakhstan region, where he was accompanied by a group of senators.

According to Ashimbayev, the New Constitution is a direct result of the Head of State's reforms aimed at rebooting political institutions and ensuring Kazakhstan's consistent transition to a modern and effective governance model.

"The constitutional reform is a logical and consistent continuation of the initiatives by President Kassym-Jomart Tokayev, aimed at deep and systemic modernization of Kazakhstan's political system," Ashimbayev stated. "At the heart of the new draft Constitution are the principles of Law and Order, as well as the interests and rights of citizens. Overall, this project represents a deliberate and well-considered transition to a modern model of statehood."

He emphasized that one of the key conceptual changes in the Fundamental Law is establishing human rights and freedoms as the supreme value of the state. In the new Constitution, they form the foundation for the entire system of state structure.

The Senate Speaker also highlighted the strategic importance of environmental norms in the updated Constitution for protecting public health and transitioning enterprises to innovative technologies.

"The environmental provisions in the new Constitution are particularly significant for East Kazakhstan," Ashimbayev noted. "For the first time at the level of fundamental state values, careful attitude towards nature is enshrined. Sustainable development, environmental safety, and care for future generations represent Kazakhstan's strategic choice."

He added that this implies introducing modern standards, transitioning to best available technologies, and ensuring transparency in environmental reporting. The state actively supports science, education, environmental initiatives, new technologies, and digital solutions today—elements that will ensure long-term competitiveness in a global world.

During his trip to the region, Ashimbayev met with workers from titanium-magnesium plants and agricultural enterprises. He also discussed details about how these constitutional changes would impact their work directly with staff at D.Serikbayev East Kazakhstan Technical University.
