Kazakh President Tokayev Calls New Constitution a Demand of the Times

President Kassym-Jomart Tokayev has declared the adoption of a new Constitution to be a crucial and urgent task for Kazakhstan, describing it as a requirement of the current era. He stated that the draft of the new Basic Law establishes the institutional and legal foundations for sustainable development, which will lead to building a just and competitive nation with a strong, stable economy.
Tokayev acknowledged that the current Constitution was adopted during a period when Kazakhstan was just beginning to stand firmly on its own feet. At that time, he noted, the primary goals were to preserve independence, ensure national stability, and form state institutions.
"The current Constitution became the cornerstone of all our country's achievements. This was made possible thanks to the First President of Kazakhstan, Nursultan Nazarbayev," Tokayev said.
The President emphasized that today Kazakhstan is a strong state with high international standing, a stable political system, and steadily developing economy—a fact recognized by foreign politicians and experts.
"We have stood and will continue to stand in defense of international law, which is the foundation of the UN Charter. This is Kazakhstan's principled position," Tokayev stated. "Our state cannot afford to have a Basic Law containing provisions that unambiguously infringe upon national legislation or relegate it to secondary status. This is also a matter of Independence and sovereignty."
The President highlighted that the Constitution contains norms strengthening national unity as well as interethnic and interfaith harmony—values he described as political and spiritual assets that society must protect through legal means.
He pointed out that Kazakhstan's economy is the largest in its region and ranks among the world's top 50 economies. The country consistently follows its own path, developing close relations with all nations while pursuing balanced foreign policy based on national interests.
"The adoption of a new Constitution is an imperative of our time—the most important and urgent task facing our state," Tokayev asserted. "The draft Basic Law demonstrates that Kazakhstan is a state with solid foundations, following a verified strategic course aimed at future. Every norm will serve national interests."
The President noted that principles such as Justice, Patriotism, Law and Order are clearly reflected in constitutional project.
"Today we have approached an important historical milestone as united nation," he concluded. "At upcoming nationwide referendum people will make choice determining country's destiny. I will elaborate further on significance content new Constitution near future."
